WELCOME!

The City of Welland is in the process of updating its Official Plan. As the City continues to grow and evolve, the City’s Official Plan requires a review and update of its current policies, goals and objectives.

The Official Plan is a “living” document that guides both short and long-term growth and development. Over the last few months, the City and a team of consultants led by SGL Planning & Design Inc. has been working on background analyses to inform the next phase of the Study: updating the policies of the Official Plan. The Official Plan update will ensure that growth in the community is appropriately accommodated in the context of the City’s unique history and character, in a manner informed by the public and stakeholders.

More specifically, the Official Plan Update will look at:

  • Creating a strong vision for guiding growth in the City to 2051;
  • How to enhance and promote the development of complete, vibrant and healthy communities;
  • How to plan for the impacts of climate change and meet climate change and environmental targets;
  • How to address economic vitality of the Downtown and employment areas;
  • How to promote and enhance the City’s existing neighbourhoods and heritage assets;
  • How to promote, protect and enhance natural areas and green spaces;
  • Garnering important feedback from community, stakeholders, City staff and public agencies;
  • Conforming with provincial and regional policies; and,
  • Aligning Official Plan policies with municipal objectives for providing appropriate services to meet the needs of a growing community.

POLICY DIRECTIONS REPORT

The City and SGL have just completed its Policy Directions Report. The purpose of this report is to build upon the topics, opportunities, constraints, and policy conformity gaps described in the Phase 1 Background Papers and to compile preliminary policy directions. These policy directions focus on achieving the established vision for Welland, building upon the policies already contained within the existing Official Plan, as well as ensuring Provincial and Regional policy conformity. PUBLIC ENGAGEMENT

In September 2021, the City and SGL hosted a virtual visioning workshop attended by residents and stakeholders. Many ideas were shared on various topics, including residential and job growth, affordable housing, the environment, active transportation and transit, climate change, community services and other important topics. The purpose of this workshop was to obtain feedback for the development of a Vision Statement for Welland’s Official Plan, as well as to shape the lens through which the Official Plan Update will take place.

A series of Background Reviews (Available to be viewed on the City's Official Plan Webpage) have been prepared to set the framework for the next phase of the study, involving the development of policy directions and ultimately, a draft amendment to the City’s Official Plan. In order to further inform the policy directions phase of the Study, the City and SGL launched an Online Survey (which has since expired) and hosted two virtual public engagement sessions. The virtual public engagement sessions focused on different topics which included policy directions for Growth Management & Complete Communities, and policy directions for Agriculture, the Environment & Forestry.

As the project enters into it's next phases, more public engagement opportunities will be made available.
